I don't know what country you are from or what kind of vocational program you have attended. If you are eligible for university studies in your home country you are probably eligible for universities abroad too, and if you are not eligible at home you will not be eligible abroad. To study at a university abroad you usually need to have graduated from HIgh School and done at least 12 years in school. However, there are foundation programs and pathways for students who don't fulfill the requirements.
