I have received a DS-2019 from one institution. Now, I have received a new offer of a institution I like more. Can I ask for a new DS-2019 and then choose the one I prefer for the embassy interview?

DS-2019 is a document needed to apply for the J1-exchange visa. We have most experience with F1-student visas that you get for degree programs etc in the US, in which case an I-20 is needed instead.
In the latter case you would get one I-20 document from each school that accepts you as long as you submitted the requested documents and application fee. I would assume the same is true for DS-2019 so yes you should be able to ask for one from the new school. Just make sure to make up your mind before you apply for the visa since your visa application will be tied to one school/DS-2019.
