Once you have graduated from high school or equivalent 12 years education in your home country you can apply to study at universities abroad. However, to take a Bachelor of Medicine, Bachelor of Surgery abroad you will need to have really good grades AND a lot of money to pay for this long and costly program, especially in the English speaking world.
Getting a student visa is the least of your worries. The challenge is to apply and get accepted to a medical school abroad and to show them that you have enough money to pay for your tuition and living costs. Then the school will send you the documents that you need for your visa application.
