I am not aware of any community college that have ready transfer agreements with overseas universities. Junior colleges primarily have in-state agreements. However, you can still apply to a school overseas but it will be up to them to determine how many credits you can get from your college classes.
In England, Europe, and many other countries Bachelor Degrees are only three years where you have full focus on your major. There is no general education requirements or core curriculum where you study other subjects like English or Maths. In Europe, these classes are taken already at High School Level so they will not give you credits if you transfer.
