Must I include previous UNI. in my app. if I dropped out?
If I did not graduate from the previous university I attended due to bad grades although caused by issues I was going through, should I include it in my current (university application and scholarship program)?

It is your decision what you put in your university application. Application forms look different from school to school. You can leave out things they don't explicitly ask for, but never lie in your application. If they ask specifically about your previous studies I would say that honesty is the best route. Explain why it did not go well last time and why it will be different this time around.
