For which program? To take a language course or undergraduate program at a Korean university with a student visa you will need to have graduated from High School/Secondary School and have done at least 12 years in school, so that usually means that you will be 18 years old or older. Lexis Korea has a Junior Program for students aged 13-17 where you study Korean for 1-4 weeks in the summer. To attend this program your nationality must be able to travel to Korea on visa waiver.
