Normally you only transfer to a school abroad at undergraduate level or higher. Secondary school is best to finish in your home country. Public high schools abroad usually only accept international students that move to the country with their family but you can take a high school exchange year abroad. Otherwise your only option is expensive boarding schools abroad.
Since this kind of transfer is very rare there are no standardized transfer system that I am aware of. The school will look at what you have studied in your home country and they might give you tests to determine your level in selected subjects.
Another option could be to take a high school completion plus program at Seattle Colleges in USA. There you can get accepted after 10th grade at home and take both an American High School Degree and an Associate Degree in only two years.
