I am not so familiar with the Indian Education system but yes if he has completed 12 years of primary and secondary school and graduated he should be able to apply to universities around the world. However, 16 years is quite young often students don't start university until they are 18 to 20.
We have partners who can help your son choose and apply for a school in Canada as long as you have the funding to support his tuition and board. Fill out our information request form if you want help.
