How do community college credits transfer to schools in Europe if I were to attain my Bachelors degree studying abroad? I do assume that this is not a one answer question, so what I am really asking for is what schools would even acknowledge my credits? I have not yet graduated from my community college and I have no preference as to where I want to go as long as it is in Europe. I've mostly been in general studies classes so far.

To begin with you should be aware that Bachelor's Degrees in Europe usually are three years long with a full focus on your major. There is no core curriculum/general studies in a European Bachelor so you will most likely not be able to count all your credits, especially not from the first year in Community College.
However, many universities would give you credits for courses that match their curriculum. So if you for example take an Associate Degree in Psychology in community college and want to transfer to the Psychology program at a European university you have a good chance to get credits for the actual psychology classes you have taken, but not for courses in other subjects. One American credit usually translates to 2 ECTS-credits.
As you mention this is a case by case situation. It is up to the school you are applying for to decide how many credits you can get for your previous studies. High ranking universities will be less likely to give credits for Community College.
