I am 26 years old and I stopped my btech in 2nd year. Now can I go to abroad for studies?

It depends on what and where you want to study. Your age is not a problem. There will be some programs you can take and some that you can't take but I have too little information to judge that. It is also important that you have your own funding to pay for your tuition fee and living costs abroad.
