Yes, if you are in the last year of high school you can apply to a university abroad and get a conditional acceptance on the condition that you graduate from high school and submit your diploma. You apply in the same way as a regular student with the exception that instead of your high school diploma you submit your latest grade report plus a letter from your school stating your expected date of graduation.
